Inert Waste Storage Facility (ISDI)

An Inert Waste Storage Facility (ISDI) is a facility classified for environmental protection (ICPE) that receives inert waste

As of January 1, 2015, the French Ministry of Ecology has classified ISDIs as installations classées pour l’environnement (ICPE), under the registration regime. The aim of this reform is twofold:

  • Improving the consistency of administrative policing of ISDIs
  • Reduce illegal ISDIs more easily

The regulatory texts, published in the Official Journal on December 14, 2014 and effective as of January 1, 2015, are:

  •  Decree no. 2014-1501 of December 12, 2014 amending the nomenclature of classified facilities,
  •  l’ arrêté ministériel du 12 décembre 2014 relatif aux conditions d’admission des déchets inertes dans les installations relevant des rubriques 2515, 2516, 2517 et dans les installations de stockage de déchets inertes relevant de la rubrique 2760 de la nomenclature des installations classées.
  •  L’ arrêté ministériel du 12 décembre 2014 relatif aux prescriptions générales applicables aux installations du régime de l’enregistrement relevant de la rubrique n° 2760 de la nomenclature des installations classées pour la protection de l’environnement

The regulations governing inert waste storage facilities (ISDI) set concentration thresholds for trace metal elements (TMEs) and other pollutants in accepted soil. These thresholds ensure that only low-impact soils are used for backfilling or reclamation. The main regulated metallic elements include : Lead (Pb), Cadmium (Cd), Arsenic (As), Mercury (Hg), Chromium (Cr), Copper (Cu), Zinc (Zn) and Nickel (Ni). Soil brought in must comply with the thresholds defined by this decree.
