Project presentation

In Harnes, the future Parc de Bellevue is taking shape in the heart of the town, in partnership with the commune. This ambitious project rehabilitates a damaged site. It includes a belvedere with a view, an orchard and an educational pond, an area dedicated to cyclists, a children’s play area and numerous tree plantings. Picnic areas will complete the layout, making it a true place of relaxation, leisure and nature. Also designed with schools in mind, the park will provide an ideal setting for raising environmental awareness among the very young.

A new stage for the Harnes project: inert soil input

December 2025 – The Harnes site is now open and can receive inert soil from local construction sites. In November, preparatory work was carried out to ensure that operations comply with safety, traceability, and regulatory standards. This involved securing and widening access routes, pruning work carried out by the Noeux Environnement association, and preparation of the track by our roadworks teams. The site is fully fenced and equipped with a reinforced control system for incoming materials, including a surveillance camera for monitoring loads, a radiometer, and a digital system for checking transport documents and delivery notes. The soil received over a twelve-month period will be used to shape the terrain and finance future developments at Bellevue Park, including landscaped areas, sports facilities, and street furniture, at no cost to the community. The park is scheduled to open to the public in spring 2027.

Signature of the offer of assistance between the town of Harnes and ECT: a park built at no cost to the municipality

October 2025 – Philippe Duquesnoy, mayor of Harnes (Pas de Calais – 62) and ECT, represented by Julien Golaszewski, director of ECT Hauts-de-France, have signed the tender for the construction of Bellevue Park in Harnes. Joining them were SĂ©bastien Lysik, deputy mayor for sport and community life, and Afia Yattou, deputy mayor for sustainable development. The signing of this agreement is the culmination of a partnership between the city and ECT for the redevelopment of the site. The project aims to breathe new life into the park, adapting it to the needs of local residents through new facilities and reconnecting it to the city.

All the work and equipment for the new park will be at no cost to the commune of Harnes. A competitive bid is a contract by which a company interested in carrying out public works undertakes to provide all or part of the work free of charge. the model for reusing excavated soil from building sites. This free service is the result of applying to the project the principles of the circular economy of excavated soil from the local public works sector, which will be reused on the site.

A new natural and landscaped area

A nature park project is underway to transform derelict land into a place of relaxation, nature and leisure, open to all. The aim is to create a lively, welcoming space that will complement the commune’s range of green spaces and improve the living environment for local residents.

The future park will feature accessible paths, an orchard, an educational pond, a playground for teenagers, a bike court for younger children, as well as benches and picnic tables. There will also be belvederes with views over the surrounding landscape. Landscaping will enhance local biodiversity, with the creation of meadows and woodlands.
