ECT DECIPHERS REGULATORY CHANGES IN THE TRACEABILITY OF EXCAVATED SOIL

ECT puts its expertise to work for its construction customers

As a major player in the recovery of excavated soil from the construction industry, ECT offers to support its customers – earthworkers, transporters and project owners – in complying with new traceability obligations. In particular, when it comes to establishing and filling in their numerical and chronological registers.

This support takes the form of webinars, methodological brochures and the dematerialization of our exchanges with our customers.

the anti-waste and circular economy law (agec)

The February 2020 Anti-Waste and Circular Economy Act (AGEC) strengthens traceability arrangements for waste and, indeed, excavated soil.

The goal? Improve knowledge of these deposits to take better account of them in the circular economy. And also prevent environmental damage. This high level of requirement ensures that all stakeholders benefit from the rigorous implementation of traceability. And it affects all players in the chain of responsibility, from producer, to holder, to transporter and disposal site.

In concrete terms, what has changed for excavated soil?

  • Modification of contracts between waste producer and waste manager
  • Trend in pre-approval requests (DAP)
  • Obligation for all companies in the chain (including transporters) to keep a chronological register.
  • Creation of a National Register of Excavated Soil and Sediments. All excavation, recovery or disposal operations must be traced and entered into a national computerized register by producers and disposal sites.
  • Facilitating the removal of all waste from waste status (SSD). Important: excavated soil and sediment must be inspected by an accredited third party.

Traceability and record-keeping

THE NATIONAL REGISTER OF EXCAVATED SOIL AND SEDIMENT

Data from these registers will be fed into the “national register of excavated soil and sediments”.

Implementation is compulsory from January 1, 2023, with data retroactive to January 1, 2022.

CHRONOLOGICAL REGISTER

As of January 1, 2022, all companies concerned must keep a chronological register.

ECT has had its own chronological register for several years now. The Extranet customer area provides customers with all time-stamped information relating to the reception of their excavated soil on our sites: DAP, certificate with unloading dates, detailed report on unloading orders, etc.
