The unauthorized dumping of waste in the municipalities of Boissy-l’Aillerie and Puiseux-Pontoise, one of the largest in the Ile-de-France region, has caused extensive damage and degradation of the site, which could become irreparable if no action is taken.

The ECT project aims to “heal” this much-damaged landscape. The proposed approach takes into account all the site’s constraints: landscape, ecological and hydraulic issues.

This approach is divided into 2 phases: financing the disposal and treatment of waste, andredeveloping and enhancing the site.

"The amount of illegal dumping has totally degraded the site. I'd like to thank the Val d'Oise prefecture for taking charge of the case and working with ECT to find a solution for rehabilitating the site. To combat this scourge, we need to focus on prevention, by stepping up surveillance and cooperation with law enforcement agencies. Our small communes have no means of reacting to the problem of illegal dumping. That's why it needs to be considered at the inter-communal level.

In this case, 300 people occupied the premises. Unauthorized dumping began very quickly, without any intervention to stop the waste traffic. The unauthorized dumping lasted 5 months, and the extensive degradation of the site left the municipality and the owner with thousands of tons of waste.

Agricultural and ecological renewal, site evolution 2023

December 2023 – After 18 months of work, the rehabilitation of the former illegal landfill site continues. The landscape is evolving to shape the contours of renewal. Inerts will be added until autumn 2024. They help to heal the landscape, while taking into account the landscape, ecological and hydraulic challenges facing the region. As part of this project, ECT is supporting a study by the Parc Naturel du Vexin Français to monitor the “Ravine and slope forest” habitat. Study results in early 2024.

After the clean-up, it's time to add soil

September 2023 – After waste disposal, the first key stage in the reconstruction of the landscape, it’s time to start adding inert soil. This phase of development work, with the addition of inert soil, will last until autumn 2024, and will enable us to restore agricultural land.

Site visit by the Prefect of Val d'Oise

May 19, 2022 – ECT organized a visit to the rehabilitation site in the presence of the Prefect of Val-d’Oise. This visit enabled Philippe CourtPrefect of Val d’Oise, to Michel GUIARDmayor of Boissy-l’Aillerie, to Thierry THOMASSINMayor of Puiseux-Pontoise, as well as members of the municipal councils, the Cergy-Pontoise Urban Community and the Val d’Oise Departmental Council, to see how the work was progressing. And to note the advanced state of waste removal and the efficiency of the sorting platform, carried out by the REVA company.

Start of the clean-up of the unauthorized dump

January 2022 – Waste disposal has begun. This is an essential step in healing the landscape. REVA is in charge of collecting, sorting and disposing of almost 14,000 m3 of waste. This stage is expected to take 4 to 6 months, and ECT will cover the cost of evacuation and treatment.

December 3, 2020 – ECT takes part in the 2nd Ile-de-France Regional Forum on the fight against illegal dumping. This event is organized as a webinar to support communities in tackling the scourge of illegal occupancy and fly-tipping.

ECT presented the project to rehabilitate and renaturalize the Boissy-Puiseux landfill site in the Val-d’Oise.
